About Office of Personnel and Financial Services

The Office of Personnel and Financial Services is responsible for personnel and financial oversight for the Associate Provost, The Office of Teaching and Technology; UF Online, Professional and Workforce Development, Distance Program Services, Center for Teaching Excellence, Center for Online Innovation and Production, and Data and Analytics, developing and monitoring of administrative support budgets and auxiliary funds and serving as the HR liaison for all staff within the units reporting to the Office of Teaching and Technology.

Teaching and Technology Personnel and Financial Services also has fiduciary responsibility for all University of Florida conferences, events, and self-funded educational opportunities, credit and non-credit; ensuring compliance with relevant federal, state, and university rules and regulations and adherence to the university’s business procedures, serving as a single point of contact for internal and legislative audits regarding UF Online, self-funded, and Office of Professional and Workforce Development managed programs.

Barbara Bennett, Director

Barbara is the Administrative Services Director in Personnel and Financial Services supporting the Office of Teaching and Technology. Starting with UF over 20 years ago as a part time clerk, Barbara has worked in various areas of Finance and Accounting. She joined the Office of Teaching and Technology in 2013 supporting the Associate Provost in the HR and Financial responsibilities of UF Online, Center for Teaching Excellence, Operational Services, Center for Online and Innovative Production, Data Analytics, and the Office of Professional and Workforce Development as well as the fiscal compliance of the University's Educational Auxiliary Fund supporting the furthering education of students around the world.

Nadav Katz, Associate Director of Administrative Services

Nadav joined as the Associate Director of Administrative Services in Personnel and Financial Services supporting the Office of Teaching and Technology in 2023.  He began working at UF in 2011 in the Office for Student Financial Aid and Scholarships (SFA) before transitioning to Assistant Director for Finance at UF Online in 2018.  Nadav is a double Gator, earning a BA in Sociology and an MBA from UF.  He enjoys spending time with his family and friends, traveling, trying new foods, watching movies, and reading books.

Chris Newsom, Assistant Director, Academic Services

Chris coordinates billing and services between the university’s preferred online proctoring vendors. He also coordinates the online distance learning fee process and supports all online, for credit programs and courses with billing and student support-related services. Chris earned a B.S. in Telecommunication and an M.Ed. in Curriculum and Instruction with a Specialization in Educational Technology from the University of Florida. Prior to beginning his education at UF he served in the U.S. Army. He has worked for UF since 1997.

SiseneG has more than 14 years of human resources experience, all of which have been at the University of Florida. Before joining the Office of Teaching and Technology in 2022 she served in various human resources roles within the College of Design, Construction, and Planning, Center for Latin American Studies, and UF Human Resources Retirement Services. SiseneG is an innovative human resources professional with experience in driving change, championing various HR initiatives, and providing people-centric solutions. She has a passion for helping others and is a people-first leader. In addition to her passion for HR she enjoys being a small business owner, where she is able to be creative and bring joy to her customers.

Josette Rassel, Fiscal Assistant III

Josette joined UF twenty years ago and has worked in Distance Program Services, Executive Education, and TREEO prior to Personnel and Financial Services. With PFS, Josette is responsible for approving and auditing financials for the 143 Fund and is the point of contact for DL Fee expenditure audit. Outside of the office, Josette enjoys spending time with her family and pups on the farm and saltwater fishing on the Gulf.

Cynthia Redic-Tillman, Fiscal Assistant II

Cynthia is the Fiscal Assistant II for PFS of Teaching and Technology. Since 2007 she has been part of a team that is responsible for approving and auditing the financial transactions relating to distance learning programs for UF. During her free time, Cynthia enjoys traveling, seeing new places, spending time with family and friends, and laughing a lot. Cynthia earned her B.S. from UF in Business Administration.
